Sealed bids for the construction of the 2024 Water System Improvements – Contract ‘A’ Water Main Replacements – MCWI Project 242-2-DW-5.15 for the CITY OF RIPLEY, MS will be received by the City of Ripley, Mississippi at the City Municipal Building, 500 South Main Street, Ripley, MS 38663, Attn: Tracy Luma, until 10:00 a.m., Friday, September 6th, 2024 and then at said office publicly opened and read aloud.

The BID SCHEDULE may be examined at the following locations:

Contract Documents, including Drawings and Specifications, can be viewed and/or purchased at Ward Engineering, Inc. plan room at www.wardengplans.com. All plan holders are required to have a valid email address for registration. Bid documents are non-refundable and must be purchased through the website. This project is available for electronic bid submittals. Should a bidder choose to submit a bid electronically in place of a sealed bid, it may be submitted at www.wardengplans.com. The work shall consist of: Furnish and Installation of approximately 5600 LF of water main piping and associated appurtenances.

Each bid submitted must be in a sealed envelope addressed to the City of Ripley, and clearly marked on the outside “Bid for: 2024 WATER SYTEM IMPROVEMENTS, CONTRACT ‘A’ – WATER MAIN REPLACEMENTS for the CITY OF RIPLEY”. Any bid in excess of $50,000 must contain on the outside of the envelope the contractor’s current certificate of responsibility number, and no bid shall be opened or considered unless this number appears on the outside of the envelope or unless a statement is included on the outside of the envelope indicating that the bid enclosed does not exceed $50,000.

When bidders choose to submit bids electronically, the requirement for including a certificate of responsibility, or a statement that the bid enclosed does not exceed Fifty Thousand Dollars ($50,000.00), on the exterior of the bid envelope shall be deemed in compliance by including the same information as an attachment with the electronic bid submittal. The Bidder is fully responsible for the on-time delivery of bids regardless of bid submittal method chosen.

A satisfactory Bid Bond executed by the Bidder or an accepted Surety, a certified check, or bank draft payable to the CITY OF RIPLEY, MISSISSIPPI, on negotiable U.S. Government Bonds (at par value), shall be submitted with each bid in an amount equal to five percent (5%) of the total bid.

Neither the State of Mississippi, the Local Governments nor any of their employees is or will be a party to this invitation for bids or any resulting or related contracts. This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annotated, as they apply to local governments, in accordance with MCWI Program Regulations.

Based on the Assistance Listing: Coronavirus State and Local Fiscal Recovery Funds and Part 2 of the US Treasury State and Local Fiscal Recovery Funds Compliance and Reporting Guidance (v3.0 February 2022) (Compliance Guide), the following Uniform Guidance provisions will be required in all contracts:

This project is being funded in whole or in part by the AMERICAN RESCUE PLAN ACT MISSISSIPPI MUNICIPALITY & COUNTY WATER INFRASTRUCTURE (ARPA/MCWI) GRANT PROGRAM and is subject to the rules and regulations thereof.

Bids may be held up to 90 days from the date of opening for review of bids and qualifications of bidders prior to Contract award. The CITY OF RIPLEY, MISSISSIPPI reserves the right to reject any or all bids or to waive any informality in the bidding.
